Not sure if toggling my theme fixed it or you changed something...  but the theme I use now has the new masthead.

I also normally use the Default (Bright) Theme.
Toggling to the Dark Blue Theme also showed the new Logo for me. When inspecting different files are used for the themes:

Interesting! The new logo seems to appear on all of the theme settings, except for the Original GA Blue setting. Which happens to be my favorite back ground.

For me the new logo only doesn't appear on Mobile (my favourite and usual setting) and Default. It shows on all the others.

The new logo appeared in my mobile after the Google Chrome cache was deleted.

Either the genarchivist.com webserver or the forum software MyBB maybe allow to set a HSTS max-age time for the delivered content, which might be the culprit that users here do not get the current logo in their favorite theme.
