Mmm I think I've seen several that are called "N/A" in the relative list but do show a haplogroup when you click on their profile.

I found two FF matches just now who have R-DF13 listed as their Y-DNA haplogroup, apparently via the Family Finder test, since one of them still has "N/A" for his Y-DNA haplogroup in my list of matches. I see that he is DF13 by clicking on his name.
Okay, and I now find eight who have R-L21 listed, including one who still has that "N/A" on my matches list. Needless to say, R-L21 and R-DF13 are better than R-M269, but they're not that informative. None of these folks has my surname though.

On 23andme my haplogroup was R-U152. I had seen relatives which were narrowed down to L2, Z142, L20 etc... but I suppose it's understandable because L2 (and especially those branches of L2) are more common U152 branches than Z56. I suppose this factor influences how "deep" one's "intermediate haplogroup" is.

The chip version seems to make a difference.

I'm not sure what at 23andMe determines how much Y-DNA resolution you get. Mine is not very common among 23andMe customers, but it's relatively far up the tree from the root.

Mine is fairly far up the tree from the root, so that is to be expected. The farther up the tree you go, the fewer people share that haplogroup, because it has had less time to expand.
