Z2103 was not confined to Paeonians and most Z2103 in the Balkans has been found among Illyrians and Iapygians, not in the Paeonian region. Proto-Thracians probably carried Z2103 as well.
I don't think that E-V13 or any haplogroup was part of any such "north of the Balkans" invasion towards the south during the LBA-EIA because there's no evidence about it in the archaeogenetic record and when we do find historical Thracians, they're semi-Hellenized neighbours of the ancient Greeks.
My working hypothesis is that E-V13 increase almost always involved events which postdated the LBA-EIA (hence no need for any large area). The lack of E-V13 in IA Europe (western/central) strongly suggests such a hypothesis.
